论新时期中国共产党的农村社会保障政策

改革开放以来,党的社会保障政策经历了由重城轻乡到城乡并重的演进过程。党的十六届六中全会第一次提出了覆盖城乡居民的社会保障体系的发展目标,十七届三中全会首次提出要＂健全农村社会保障体系＂,表明党的农村社会保障政策已经形成了比较健全的体系,主要包括新型农村社会养老保险政策、新型农村合作医疗政策、农村社会救助政策、农村社会福利和慈善事业政策以及被征地农民社会保障政策、农村军烈属和伤残病退伍军人的优抚政策。

On the Social Security Policies in the Rural Area

Since the reform and opening up,the social security policies of the Communist Party of China has been transformed from ＂focusing on the urban while ignoring the rural＂ to ＂paying equal attention to both the urban and rural area＂.The sixth session of the 16th Party Congress for the first time put forward the goal of the overall social security system in both urban and rural area.The third session of the 17th Party Congress plans to improve the social security system in the rural area,signifying that the social security system has been fundamentally established.This system mainly include social endowment insurance,cooperative medical service,social assistance,social welfare,charitable undertakings and social security for the farmers whose land has been requisitioned,the assistance to the relatives of army soldiers and martyrs and to the disabled veterans.
