高校毕业生非正规就业人员社会养老保险问题与对策研究

随着我国经济结构的不断深入,我国城镇人口就业方式发生显著变化,高校毕业生非正规就业人员的数量逐年增加,该群体的养老保险参保问题逐渐成为社会关注的热点。目前,高校毕业生非正规就业人员参加养老保险过程中存在着企业违反国家规定不为其交纳社会养老保险费和高校毕业生非正规就业人员无力参保、放弃参保的问题。这主要是由于对社会养老保险存在着模糊甚至错误认识以及我国相关的法律法规不完善所致。因此,我国亟待完善养老保险立法,加大落实养老保险制度的监督力度等。

Problems and Countermeasures of Social Endowment Insurance of College Graduates Informal Employment Person

Along with the deepening of our country＆#39;s economic structure adjustment, the significant changes in the way China＆#39;s urban population employment, the number of informal employment of university graduates is increasing, the community endowment insurance problems gradually become the hot topic in society. At present, there exist many problems in the process of the college graduates informal employment personnel attending endowment insurance, such as companies violate the state provisions and do not pay for its social endowment insurance and informal employment in university graduates unable to insured themselves, abandon insured. This is mainly due to the vague or misunderstanding even wrong of social endowment insurance as well as the relevant laws and regulations is not perfect in our country. Therefore, China must perfect endowment insurance legislation, strengthen the supervision of the old-age insurance system, etc.
