| 摘 要： | 城市防洪工程建设涉及到社会、政治、经济、环境、技术等处于不同层次的各种因素的影响和作用.城市防洪工程规划方案是城市防洪工程建设的依据,其综合评判是一个多目标问题.如何科学、客观地将一个多目标问题转化为一个单目标问题,以便在一维空间中实现综合评判,仍是目前城市防洪工程规划方案综合评判的研究焦点.为此,本文在提出城市防洪工程规划方案综合评判基本原则的基础上,根据层次结构的基本原理,建立了城市防洪工程规划方案综合评判的层次结构模型.该模型考虑了从具体到抽象、从定量到定性、从局部到整体处于不同层次的影响因素,对城市防洪工程建设必将具有重要的理论意义和广泛的实用价值.
