再论南水北调西线工程替代方案

摘    要:针对国内对兴建南水北调西线工程提出的种种质疑以及其所存在的无法回避的某些弊端问题,再次提出替代方案,认为鸭绿江水南调工程、湖北长湖调水工程具有更好的可行性、优越性。通过替代方案,改西线调水为调电,不仅能够为华北地区、黄河中上游地区提供较多的水资源,有利于西北地区发展节水经济和西南地区保护生态环境,而且会使受益地区产生更大的经济、社会和生态效益。

Abstract:Facing with issues raised by critics and the inherent defects in the Western Route Project of South-to-North Water Transfer (WRPSNWT),an alternatives plan is presented again. It is shown that Southward Transfer Project of the Yalu River Waters (STRYR) and Water Transfer Project in Long Lake Reservoir Area (WTPLLRA) enjoy better feasibility and are superior than WRPSNWT. With this alternative plan,the traditional water transfer could be turned into electricity transfer,which means not only more water resources to be provided in North China and in the middle and upper reaches of the Yellow River areas,and a more favorable environment to develop water-saving economy in the northwest China and to protect the ecological environment in southwest areas of China,but also a great improvement of economical,social and ecological conditions in these regions.
