| 摘 要： | 发展科学卫星具有重要的意义，但由于科学卫星的特点，发展科学卫星面临着许多管理复杂性问题，采用传统的系统工程与项目管理方法并不能取得良好的效果。在分析科学卫星的特点、总结中国科学院空间科学先导专项实践经验的基础上，提出了处理科学卫星管理复杂性问题的思路与对策。 |

| Abstract: | We are facing many very complex and challenging issues during the development of the space science satellites. This paper analyzes the characteristics of the space science satellites, as well as the practice of the Strategic Priority Programs on the Space Science of CAS, and then makes some suggestions as how to deal with the complexities in boosting the space science satellites in China, which may serve as a reference for developing the space science satellites in the future. |
