| 摘 要： | 为了探讨公益林生态补偿策略、缓解补偿资金不足,分析了公益林各种生态补偿标准的利弊和可行性。由于目前公益林生态补偿资金供给不能满足需求,所以,一方面必须多渠道筹集补偿资金,增加补偿资金供给;另一方面,要设法减少当前公益林生态补偿资金的需求量。针对后者,探讨了补偿范围和补偿方式,提出中幼林不纳入补偿范围,主张采用每年支付公益林租赁费的方式进行补偿。

| Abstract: | Non-commercial forest compensation tactics and how to alleviate the problem of compensation fund insufficiency are discussed in the paper. Advantage, disadvantage and feasibility of various compensation standards for non-commercial forest are analyzed. At present, one must raise more funds and increase supply to deal with the insufficiency of compensation funds for non-commercial forest. Meanwhile, it is important to decrease the demands for compensation funds. In that respect, the compensation scope and method are discussed, and it is suggested that sapling forest be put out of compensation scope, and a lease fee be paid in place of compensation. The conclusion may be applied to non-commercial forest protection in China. |
