中国大科学装置发展现状及国外经验借鉴

摘    要: 大科学装置是基础研究的重要实验条件,不同于一般的科研装置和基建设施,在管理上有特别严格的要求。通过阐述大科学装置的基本属性、分类和特点,总结了中国大科学装置发展现状。运用案例分析法和对比分析法,对美、德、法等发达国家大科学装置的建设开发、管理运行、经费保障、开放共享服务以及评估评价机制等进行了分析。在此基础上,提出了促进中国大科学装置发展的建议。

Abstract:The large scale scientific facilities are regarded as an important component of basic research. It is different from general scientific research installations and infrastructure facilities. The paper expounds the concept, the classification and the characteristics of large scale scientific facilities. The development state of large scale scientific facilities in China is reviewed. Based on the case analysis and the comparative analysis, this paper analyzes the construction, the management, the operation, the fund guarantee, the open sharing and the evaluation of large scale scientific facilities in Germany, France, America, and other countries. Finally, some suggestions are made to promote the development of large scale scientific facilities in China.
