| 摘 要： | 新中国成立后,科技政策逐渐形成体系;改革开放后,随着科技体制改革的深入,中国科技政策体系走向成熟和完善。梳理了新中国成立70年来重要科技政策历程,发现中国科技政策具有从服务于政治和军事转变为服务于经济建设的鲜明特点,科技政策的核心是发展科学技术、实现自主创新来促进国民经济发展,这对进一步深化科技体制改革、从根本上解决科技经济"两张皮"问题具有一定启示意义。

| Abstract: | China's science & technology policies gradually formed system in the process of modernization of the New China. After the reform and opening up,with the gradual deepening of the reform of the science & technology system,China's science & technology policies system has gradually grown maturity and perfection. By combing the important science & technology policies history of the 70 years of the New China,highlighting the distinctive characteristics of science & technology policies at different times,from serving politics and military to serving economic development,it is of great enlightenment and guiding significance to continue to deepen the reform of the science & technology system and fundamentally solve the problems of science and technology separating from economics. |
