| 摘 要： | 中国的应急管理体系建设经历了4个阶段：分类管理为主、临时机构牵头的应急管理议事协调时期,以“一案三制”为核心的应急管理体系建设时期,以“一案三制”为核心的应急管理体系的实践、完善与反思时期,总体国家安全观下中国特色应急管理体系建设时期。回顾了中国应急管理体系发展的不同历史阶段,梳理了新中国成立以来中国应急管理体系建设成果,总结了当前存在的问题,展望了未来中国应急管理体系的建设和发展,并提出了完善思路。 |

| Abstract: | Since 1949, the construction of China's emergency management system has gone through four stages:the period of the emergency management coordination mechanism led by the classified management and the provisional institutions, the construction period of the emergency management system based on "one case, three systems", the implementation and improvement period of the emergency management system based on "one case, three systems", and nowadays the period of Chinese characteristic emergency management system with the concept of "the overall national security concept". This paper reviews the different historical stages of the development of the emergency management in China, analyzes China's emergency management system construction since the beginning of the reform and opening up period, summarizes the existing problems, and proposes prospects and improvements for the future development of China's emergency management system. |
