包容性发展是一种以和谐包容为基本指导方针的发展,是一种人本发展、和谐发展和持续发展,是一种更加倾向于人文关怀的发展模式。高校大学生群体事件正以其多发和高发的整体态势影响着高校大学生的身心健康,严重威胁着高校的安定团结以及我国社会主义和谐社会的建设进程,迫切需要寻求一种科学有效的理念对其进行预防与处置。包容性发展所包含的以人为本、和谐包容、平等、公平等的理念对我国当前处置高校大学生群体事件具有重要的理论和现实意义。
