| 摘 要： | 城市道路交通拥堵问题日益严重,成为我国城市快速发展过程中的突出问题,文章提出对路段不同拥堵程度下差别收取费用。首先考虑了拥挤产生的外部成本,其中包括时间成本、能源成本、安全成本、环境成本等。对此建立各外部成本的定价模型,该模型与车辆运行的速度有关,根据拥挤等级的划分,对不同的外部成本给予不同的权重,最终建立起不同拥挤等级下的定价模型。最后以南京市的典型拥挤路段——中山南路进行拥挤分析,计算出该路段不同拥挤等级下的定价值。

| Abstract: | City road traffic congestion is becoming increasingly serious with the rapid development,which has become China＇s city outstanding problems.The policy of Different charges according to different congestion degree was proposed.Firstly the external cost of the congestion pricing including time cost,energy cost,safety cost,environmental cost,etc.,were analyzed.It can establish pricing model of external costs.The pricing model and the vehicle speed is relevant.According to the division of crowded grade,the different external cost different weight in different congestion grade were given.Eventually different congestion pricing models were set up in different crowded levels.Finally the typical congestion road in Nanjing——the South Zhongshan road was analyzed.The value of different congestion level was separately calculated. |
