陈启天民主风度论探析

抗战后期，国民政府表示准备实施宪政。在此背景下，陈启天认为，民主风度的缺乏是清末民初宪政运动失败的重要原因，宪政实施要求从事政治活动者具备尊重民意、责任、法纪与公道等民主风度。民主风度的培养应以人本主义为哲学依据，其不易培养既源于中国传统政治文化，又与人性有密切的关系。陈启天的民主风度论属于政治文化建设范畴，不失为现代化历程中的一份思想遗产。

Study on Chen Qitian＇s View on Democratic Demeanor

During the late period of the Anti-Japanese War, Kuomintang government expressed the willing to put into practice of constitutionalism in the governing of China. Against this background Chen Qitian held the view that the key cause of the failure of the constitutionalism movement in the late Qing Dynasty and early Republic of China lied in the lack of democratic demeanor and the implementation of constitutionalism required politicians to have democratic demeanor, including valuing popular will, responsibility, law and fair. The developing of democratic demeanor should take humanism as philosophic criterion. And its difficulty of developing related not only with Chinese traditional political culture, but closely with humanity. Chen Qitian＇s theory of democratic demeanor, which could be considered as heritage in the process of Chinese modernization, belongs to the category of political culture development.
