我国立法公开刍议

立法公开是指将立法活动的各个阶段以及各个阶段的成果向社会公开。建立和健全立法公开制度对于加强我国民主法治建设，推进立法的民主化和科学化进程具有重大意义。无论是理论研究还是实践操作，立法公开存在的根据、遵循的原则、界定的范围和选择的方式，都是我们必须明确的问题。在我国立法公开实践过程中还存在一些需要改进的地方，应该采取可行的措施加以完善。

Analysis on Legislative Publicity in China

Legislative publicity refers to the publicity of various stages and relevant fruits of legislative activities. Establishing and perfecting legislative publicity system have great significance in improving democracy and legal system, and promoting legislative procedure more democratic and scientific. So the existing grounds, main principles, scope of authority and manner of legislative publicity should be well understood in both theoretical study and practice. Furthermore, practical measures should be taken to perfect Chinese legislative publicity practice, which still have many defaults.
