用科学发展观解决农民增收问题的思考

当前我国农业发展正处在一个关键时期,在这个时期"三农"中最突出的是农民增收难问题.其原因多样,我国的基本国情是人与土地资源的矛盾;城乡二元经济结构基本体制的矛盾;农民负担过重;城市化、农村工业化建设太慢;农村多余劳动力无法转移等.各级政府要把"三农"工作当作重中之重,要彻底解决农民增收难问题,必须用科学发展观对农村工作进行一系列的改革,并要用长效机制作保证.

The Meditation of Sowing Problems of Increasing Peasants Income through Scientific Development Views

At present, the developments of our agriculture are in a critical stage. During this period,the most important problem is how to increase peasants' income. As we know, there're many reasons, such as, contradictions between human beings and realities in China, dual economy of urban and rural areas, the peasants' heavy load, urbanized and industrial slow construction etc. How to transfer the surplus labour to somewhere else. Now governments at various levels are playing these problems at the first place. But we must reform and have long-term mechanism that could be efficient to cope with difficulties in increasing peasants income through views of scientific development.
