立法过程中的公民权利保障

立法作为我国民主法治建设的重要一环，其出发点和归宿点在于保障公民的权利。立法过程中需要对公民广泛的权利进行全方位的保障，尤其要以保障公民的知情权、参与权、表达权、监督权和救济权为主。要实现保障公民权利的价值和目标，我国必须重视立法公开、立法参与、立法利益表达、立法监督和立法救济等制度的建设。

Civil Rights Guarantee in Legislative Process

As an important part of Chinese law construction, legislation is to guarantee civil rights.
