| 摘 要： | 在中华人民共和国成立50周年之际，召开了第三次全国教育工作会议，作出了深化教育改革，全面推进素质教育的部署，这是振兴21世纪我国教育的重大战略决策，全面推进素质教育是全面贯彻党的教育方针的具体体现，必须以创造性的工作把培养学生的创新精神作为着力点。

| Abstract: | When the 50th anniversary of the founding of PRC is coming,the 3rd National Educational Congress has convened.It drewed up a plan for deepening the educational reform and advancing the qualities education in an all round way.This is an important strategic decision toward vitalizing Chinese education in the 21st century.Advancing the qualities education in an all round way is a concrete embodiement of implementing the Party's educational policy.Its effort point is fostering students' spirit of blazing new trails by means of the creative works. |
