General Approach to Information System Development

A general approach for imformation system development that completely covers the system' S life cycle is proposed. The extra attention is brought to the beginning of project when the information system development policy and problom situation context should be explicity studied. At the application level, a set of tools and ways to utilize them according to the problem situation context is presented. The general approach is also suited for DSS development and a successful real example has existed.
