| 摘 要： | 终身教育已经不只是为了变换职业和谋生的需要，而是人们生活的一部分，成为提高生活质量的重要手段。构建和谐社会，必须创建终身学习型社会，提高全民族的素质。为了满足终身学习的需要，网络教育要打破以往把教育分为普通教育和成人教育、学历教育和非学历教育的界限，办出以职业为本、能力为基础、就业为目标等非学历教育。介绍了发达国家和国内高等教育结构层次，主要叙述网络教育如何做好学历与非学历教育并重发展，多渠道合作办学形式，办出自身的特色和提高教学质量的必要性。
