论城镇国有土地年租制

摘    要:目前我国城镇国有土地有偿使用与无偿划拨相并存,而有偿使用又以出让方式为主,在分析土地出让存在问题的基础上,分析了建立土地年租制的必要性,并在深圳土地年租制试点的基础上,对引进和推广土地年租制,实行双轨制并轨应注意的问题进行了分析。

Abstract:Two kinds of land use exist at the same time in the urban land use system in China. They are paid and unpaid urban land use. It is called the dual urban land use system. Moreover, paid urban land remission is absolutely the main type in paid urban land use system. With the deepening of the reform in the paid urban land use system the dual urban land use system will be a kind of historic necessity. Based on analyzing some typical problems of the paid urban land remission, the necessity of constructing the annual land rent system in urban land paid use system is analyzed in the present paper. Furthermore, some probable problems in the implementation of the annual urban land rent are discussed based on the trial of the annual urban land rent in Shengzhen special Economic Zone.
