采用新型近自然式人工促进封山育林模式

林业生态经济是森林生态系统与经济系统的优化耦合,发展林业生态经济,就是依照森林生态系统的运行方式构建经济系统,实现林业经济体系有效性与森林生态系统稳定性的有机结合。江西省自2008年10月6日启动＂一大四小＂绿化工程以来,特别是贯彻实施《鄱阳湖生态经济区规划》以来,很多县（市、区）为了保护生态环境,发出通知,全面实施常规的封山育林,但这只是片面的保护森林,并没有将保护生态与经济发展有机统一。在十一届江西省政协四次会议提案的基础上,根据林业生态经济发展的理念,再次走访林区调研,运用多年观测的数据,建议转变常规封山育林方式,采用＂近自然式人工促进封山育林＂模式。

forestry ecological economic is forest ecological system and economic system of optimization coupled,development forestry ecological economic,is in accordance with the forest ecological system of run way construction economic system,implementation forestry economic system effectiveness and forest ecological system stability of organic combination.On October 6,2008 in the province,＂a senior small＂ since the Green project,especially since the implementation of the eco-economic planning of the Poyang Lake,many counties（cities,districts） in order to protect the ecological environment,notice,closing off of the full implementation of the General,but this is only partial protection forest and unity does not protect the ecological and economic development.This article is in the 11 provincial Committee four meetings on the basis of the proposal,according to the concept of eco-economic forestry development,again visited the forest research,using observation data for many years,it is recommended that changing general ways of closing hillsides,a ＂near-natural-artificial closing off＂mode.
