地市中小企业信用担保行为的经济分析

政府为了调整产业结构、扶持高新技术产业化，要求各地市限期组建信用担保机构．本文对地市中小企业信用担保机构的行为进行了经济分析，认为担保机构不以营利为目的，是产业投资风险的载体，担保风险由政府承担，政府可以建立完善组织结构和操作思路来降低担保风险．本文拟设计了一套地市中小企业信用担保机构的操作思路

Analysis of Economic Behavior on Credit Guarantee of Middle and Small Enterprises in Prefectures and Cities

To adjust industry structure and support industrialization of high and new technology,the government claims that apiece region and city is demanded within a set time to set up organizations of credit guarantee.This paper analyzes the economic behavior on credit guarantee of middle and small enterprises in pretectures and cities,holding that guarantee organization is not to profit but to assume risk of industrialization investment.The government needs to assume the risk and may organize perfect organizing frame and operation ideas to reduce the risk.This paper works out operation ideas on credit guarantee of middle and small enterprises in prefectures and cities.
