河南循环经济试点省建设评价研究

河南省是国家发改委确定的循环经济建设试点省之一,自2008年试点建设开展以来取得了显著的成绩.为科学评价试点建设成效,依据国家发展改革委、国家环保部、国家统计局制定的《循环经济评价指标体系》,结合河南省实际,建立了评价指标体系,包括资源产出指标、资源消耗指标、资源综合利用指标和废物排放指标4类15个指标.采用层次分析法对河南循环经济试点省建设成效进行评价.将循环经济发展划分为起步、发展和成熟3个阶段,分别代表循环经济发展水平由低到高的发展阶段,建立阶段评分区间,由综合得分评价循环经济发展阶段.评价结果表明河南省循环经济已进入发展阶段后期,接近成熟阶段.经分析,评价结果与河南省循环经济发展实际基本相符.

Evaluation of Circular Economy Pilot Construction in Henan Province

Henan Province had been designed as the circular economy pilot by Ministry of the National Development and Reform Commission,and remarkable results had been achieved since 2008.In view of evaluating pilot construction effect,we are supposed to form a sort of evaluating index system according to"The Evaluation Index System of Circular Economy" made by The National Development and Reform Commission,the State Environmental Protection Department,National Statistic Bureau and the conditions in Henan Province,including resource production,resource consumption,comprehensive utilization of resources and waste(4 categories and 15 indicators).The establishment of circular economy development was evaluated by use of AHP.The development of circular economy is divided into beginning,development and mature stages,representing the level of development of circular economy by low to high development stage.The establishment stage score interval is carried out to evaluate circular economy development stage by the comprehensive score.The evaluation results show that circular economy of Henan Province has entered the development stage,close to the mature stage.The evaluation results are consistent with the actual development of circular economy in Henan Province.
