完善体制机制推动河南新型城镇化科学发展——河南发展高层论坛第61次会议综述

借鉴国外城镇化的经验和最新学术思想,新型城镇化要高度重视城乡资源配置政策不公平导致的贫富差异扩大问题,克服"增长极"思想的不利影响,把党的十八届三中全会提出的"以促进社会公平正义、增进人民福祉为出发点和落脚点"贯彻落实到新型城镇化实施的过程之中,以人为本,努力探索新型城镇化引领"三化协调"和四化同步"发展的科学可行之路,促进大中小城镇协调发展、和谐发展、智慧发展、绿色发展,让城乡居民共享改革发展的成果.新型城镇化的体制机制完善,要加快推进城乡体制机制一体化,建立全省统筹的规划建设协调机制,建立科学合理的产业集聚机制,建立健全以人为本的要素流动机制,建立健全动态的耕地占补平衡机制,健全城镇投融资体制机制.研究提出了未来新型城镇化的政策建议,即,要高度重视新型城镇化政策的公平性,坚持全面提高城镇化质量的正确方向,牢固树立新型城镇化以人为本的核心理念,建立健全城乡发展一体化体制机制,积极推动城镇绿色发展.

Improving the System Mechanism for the Science Development of New Urbanization in Henan——Review of Henan Development Top BBS 61th Meeting

Based on the experience of the abroad urbanization and the latest academic thinking, more attention must be paid to the new type of urbanization and urban and rural resources unfair policies, which lead to the differences between the rich and the poor expansion problem, and the negative impact of the ＂growth pole＂ should be overcame. The third plenary session of the 18th CPC central committee proposed ＂to promote social fairness and justice, to improve people＇ s wellbeing as the starting point and foothold＂ , which should be implemented to the process of implementation of the new urbanization. Adhering to the people-oriented approach, we should trying to explore the scientific way for new urbanization leading ＂three coordination and synchronization＂ and the ＂four modernizations synchronous development＂, and should promote the small towns for coordinated, intelligent, green and harmonious development, then share the achievements of reform and development for urban and rural residents. To improving the system mechanism of new urbanization, we should accelerate the integration of urban and rural systems and mechanisms, build the integrated provincial planning and construction of the coordination mechanism, establish a scientific and reasonable mechanism of industrial agglomeration, establish and improve the people-oriented factors flowing mechanism, establish and improve the dynamic mechanism of dynamic balance of arable land, and improve the mechanism of investment and financing system in cities and towns. Policy suggestions were put forward to the future new urbanization： attaching the fairness of new urbanization policy, adhering to the correct direction of improving the comprehensive quality of the urbanization, firmly establishing the core concept of people-oriented new urbanization, establishing and perfecting the mechanism of system of the integration of urban and rural development, actively promoting green development in cities and towns.
