Evaluation of the Development of Industrial Circular Economy and Its Countermeasures in Henan Province

The index system for evaluating industrial circular economy was finished by BPE1R model and Delphi method,basic principles followed by index system,in Henan.The system includes 19 individuation indicators under 4 subitems,such as output of resources,recycling use of resources,reduction,development of industries,and adopting AHP method to give weight on each index.This paper makes comprehensive evaluation on the development of industrial circular economy in Henan 1999 to 2008,using comprehensive index.The result shows that the industrial circular economy development degree of Henan was increasing gradually and remarkable characteristic of phase.At first stage,the level of recycling economy improved slowly.Since 2004,presentlv the development of recycling in a quickly situation in Henan.The key factors of the growth of industrial circular economy development in Henan province are that output of resources,recycling use of resources,reduction.Finally,based on the analysis,the paper gives some countermeasures on how to promote development of industrial circular economy in Henan.
