| 摘 要： | 基于层次分析法(AHP)原理,从系统理论的角度出发,建立城市灾害应急管理组织的绩效评估指标体系,定性与定量相结合,科学地确定各个评估指标权重,构建城市灾害应急管理组织的绩效评估模型,通过实验,表明了该方法的客观性、适用性和可靠性,从而为城市安全减灾提供科学依据.

| Abstract: | On the basis of the principle of analytic hierarchy process, from a viewpoint of system theory, the paper establishes the performance assessment model of disaster emergency response capabilities in urban. The test results demonstrate the applicability of the model which can be used for preventing and reducing disasters in urban. |
