On the Freedom of Citizen -First Study on Citizen Responsibility

Citizen freedom guaranteed by law is a premise both for citizenship building and for free responsibility fulfillment. Therefore, a citizen without freedom is one without responsibility. To become a qualified citizen needs one to fulfill his responsibility freely,while being responsible for his freedom. In the process to pursue freedom a citizen constantly enhances his citizen consciousness. And in the process of acquiring personal freedom, political freedom, social freedom and cultural freedom, a citizen constantly improves and strengthens his citizen responsibility awareness, which in turn becomes the foundation of democracy. And democracy is a premise for citizen freedom and citizen responsibility. The two supplement and complement each other.
