民族教育政策问题的公共视角研究——以国家“少数民族高层次骨干人才计划”政策为例

摘    要:分析教育政策问题的逻辑起点在于对政策问题概念、内涵和特征的确认和理解。教育政策是公共政策在特殊领域里的政策,研究教育政策问题可以尝试从公共政策问题加以推演。教育政策问题源于特定的情境,是社会多元情境认同,职能主体积极作为,诉求教育政策价值,协调教育利益冲突的问题。问题的特征体现为一种动态发展过程,问题呈现为锥形样态结构,是通过权力因素解决公共性、教育性的政策问题。

Abstract:The premise and foundation of the analysis of educational policy issues is the validation and understanding of the conception,connotation and features of the issues.Educational policies are public ones in specific areas of policy,so making researches in educational policy issues can begin with public policies.The educational policy issues originate from specific situations and they are the issues that social multisituation identifies and the department concerned actively acts to appeal for the values of educational policies and settle the disputes of educational stakeholders.The characteristics of the issues manifest themselves as a dynamic process and as a tapered structure,which are public and educational policy issues to be solved through the power.
