低碳试点城市项目对碳强度的影响评估

以我国华东地区为例,评估低碳试点城市项目的实施对华东地区碳强度的影响及相关社会经济变量的作用.为了克服样本选择的内生性问题及宏观政策影响的外生性问题,采用双重差分模型,实证结果表明:与华东地区非试点的省会城市相比,低碳试点城市项目的实施使试点城市碳强度的水平值相对于样本平均值增加了35%~54%.尽管低碳试点城市项目实施后,试点城市的碳强度降低了15.6%,但低碳试点城市的实施起到了促进碳强度增长的作用.

Assessment of the impact of pilot low-carbon city projects on carbon intensity

In order to overcome the endogenous problem of the sample selection and the exogenous problem of macroeconomic policies,this paper constructs a difference-in-difference model to assess the impact of the implementation of pilot low-carbon city projects on carbon intensity and to analyze the influence of related economic variables in east China. The empirical results go as follows: compared with that of the non-pilot provincial capital cities in east China,the implementation of the pilot low-carbon city projects makes the level of the carbon intensity of the pilot cities increased by 35% to 54% relative to the sample average. Though the carbon intensity of the pilot cities has decreased by 15. 6%,the implementation of the low-carbon pilot cities plays a role in promoting the growth of carbon intensity.
