| 摘 要： | 旅游业是国计民生产业，具有强烈的民生特性，与保障人的生存和发展息息相关，并侧重通过扩大就业、提高人民生活质量、优化生态环境等来实现。旅游业可持续发展和保障人的生存和发展的落实前提是正确认识经济发展与人的发展的关系，并且以保证人的生命安全为底线。通过完善旅游业人本评价体系、扩大旅游业就业空间、加强旅游基础设施和公共服务建设、建立旅游业均衡发展机制来提高保障人的生存和发展的全面性和可持续性。

| Abstract: | Tourism is an industry related to national economy and human livelihood. It is closely bound up with protection of human survival and development through expanding employment, improving life quality, optimizing ecologic environment and so on. Knowing the relationship between economy and human development correctly is the prerequisite of sustainable development of tourism , protection of human survival and development as well.The bottom line is the safety of human life. By perfecting humanistic evaluation system of tourism, expanding tourism employment, strengthening tourism infrastructure and public service, together with constructing a balanced development mechanism, the comprehensiveness and sustainability of protection of human survival and development will be improved. |
