铁路运价改革探讨

当前我国铁路运输企业仍处于计划经济向市场经济转型过程中，运价的制定和调整权均集中在国家价格管理部门。作为铁路运输营运主体的铁道部却难以自行通过市场调节手段对其进行管理，逐渐在与公路、航空以及海运的竞争中显现出了被动。因此，为了更好的参与运输市场的分配，铁路运价改革势在必行。

Probes into the Reform of Railway Transport Rates

Now our railway transport enterprises are in a transformation from a planned economy to a market economy and the fight to establish and adjust transport rates is in the hands of state price administration departments. But the Railway Ministry, as a main body of railway transport, cannot fulfill the administration through market adjustment and is becoming passive in the competition with the transport by highway, air and sea. So reform of railway transport rates is imperative for them to participate in the distribution of transport market better.
