| 摘 要： | 金融危机对国际、国内市场都造成了巨大冲击，危机下我国中小企业首当其冲，然而中小企业占到我国企业总数的99％以上，对我国就业、社会稳定、经济发展起着重要的作用。金融危机下正确认识中小企业的发展困境，出台合理的财税政策，对中小企业的发展至关重要。
