山西作为资源型地区、老工业基地和欠发达省份，经济结构仍不够合理，经济增长方式还很粗放，保护资源环境实现可持续发展的任务十分艰巨。要更好地推进山西经济社会全面、协调、可持续发展，最关键、最根本的就是以科学发展观为指导，深刻认识环境保护问题的重要性与迫切性，在经济发展的同时，始终要把环境保护作为前提。
