| Abstract: | Based on the social functions of Productivity Promotion Organizations (PPO) and the particularities of local PPO,this paper probe into the effective channels for developing sci-tech resources rationally and allocating resources scientifically, and puts forward some policies and suggestions about innovation management mode in aspect of making comprehensive integration of resources onto the stream of affairs being oriented to the service for minor enterprises from the combination of system with mechanism. |
