| 摘 要： | 本文针对近几年来我国铁路运输系统在开展方针目标管理过程中所存在的一些认识问题,从研究方针目标管理的理论基础入手,开发、分析方针目标管理的内涵和基本原理;对“方针目标”和“方针目标管理”的基本概念从理论上进行了探索和阐述。

| Abstract: | In this paper, we focus our attention on the conceptional problems raised in putting MBO into force in our railway transportation systems in recent years.First of all, the theoretical bases are studied, the real meanings and underlying principles of MBO are developed and analyzed.And then the basic concepts of objectives and management by objectives are approached and illustrated. |
