自来水业价格规制改革中存在问题与对策

价格规制改革是我国自来水业规制改革的核心内容,目前仍存在着水价低、水资源费和污水处理费征收不到位、计费方式单一、定价程序欠规范等问题,需要从完善全成本覆盖价格体系和污水处理费的征收制度、改革自来水计费方式、规范自来水业定价程序等方面进行改革,以推动自来水业规制改革健康、有序进行。

Existing problems and countermeasures in price regulation reform of water industry

Price regulation reform of water industry is the core content of water industry reform of the regulatory system in China,but there are still some problems,such as low price,no being in place of water and sewage treatment fee charge,a single billing way,falling short of the standard of pricing issues.Some reforms are required on the respects of improving the entire cost of coverage and the price system for the collection of sewage treatment system,reforming water billing methods,regulating the water industry pricing procedures in order to promote the water industry regulatory reform healthily and orderly.
