成本收益约束与规制政策工具的选择

从理论上说，规制的成本收益分析对于政府规制政策工具的选择具有重要的意义。但从实践上看，除美、英等西方国家外，对政府规制的成本收益的研究和实践很少。我国应及早引入规制成本收益分析方法，并结合本国规制的实际成本和收益等多方面因素进行定量的分析，从而提高政府规制的效率。

On the Restriction of Cost Profit and the Choice of Policy Tools for Rules and Regulations

As far as the theory is concerned, the analysis of the cost profit of rules and regulations is significantly important to the choice of the government＇s policy tools for rules and regulations. However, as to the practice, there is not much research and practice in the cost profit of the government＇s rules and regulations, except that America, Britain and some other western countries have conducted such research and practice work. Thus, China should introduce the analysis method of cost profit of rules and regulations, and conduct quantitative analytic according to the real cost and profit of Chinese rules and regulations, so as to improve the efficiency of the government＇ s rules and regulations.
