On the Limitations of Canadian Multicultural Policy from the Angle of Voluntary Separation of the Hutterite

Canadian multicultural policy has been in effect for a long time,yet the Hutterite have still maintained voluntary separation from the mainstream society.Do cultural maintenance and inter-group interaction advocated by the multicultural policy contradict with each other？ Should the policy connive at such voluntary separation？ How can the psychological barrier of the historically persecuted small ethnic groups be overcome？ Should there be some limitations in the policy＇s tolerance for voluntary separation？ This article intends to tackle these questions within the framework of collective rights and national unity,for the purpose of finding some balance between collective rights in cultural maintenance and the need to forge national identity.
