| 摘 要： | 为客观评价分析黑龙江省高新技术产业发展的状况，借鉴以往的国内外研究成果，建立区域高新技术竞争力分析框架，采用模糊多层次综合评价方法分析黑龙江省高新技术产业发展的水平，得出结论．根据相关数据及结论，分析阻碍黑龙江省高新技术产业竞争力发展的因素，并提出增强高新技术产业竞争力的对策．

| Abstract: | To objectively evaluate and analyse the developmental state of the new & high-tech industry, the fuzzy multi-level synthetic evaluation method is used in this paper. Based on data available and concerned conclusion, factors that hinder the development of the new & high-tech industrial competitiveness of whole province are discussed, the suggestions are given to improve the competitiveness. |
