排污权交易下的企业环境决策行为分析

环境经济学家一直主张在环境政策中更多地使用经济手段,排污权交易是实现环境成本外部不经济性内部化的重要手段之一。在完成排污权初始分配和允许交易的条件下,企业就需要根据自身和市场的状态进行环境决策。对企业环境决策的基本假设条件进行了设定,建立了企业收益基本模型,分析了基于排污产出效益和污染治理成本差异的环境决策行为,提出了不同条件下的策略选择。

Analysis on Enterprise Environment Decision Behavior in the Tradable Emission Permits

Environment economists advocate using more the economic method in the environment policy all the time. The emission permits trade is one of the important methods for realizing the Internalization of the external diseconomy of environmental cost. Under the condition of completing the initial emission permits distribution and allowing the bargain,the enterprise needs to carry on the environment decision according to the appearance of itself and market. This paper sets up the basic assumed conditions of enterprise environment decision and the basic model of enterprise incomes, and analyzes the environment decision behaviors based on the difference between the emission output benefit and the pollution treatment cost, and puts forward the strategy selections under different conditions.
