随着近代科学技术的快速发展和人类工业文明的不断进步，环境问题日益突出，环境问题不仅影响到经济的健康发展，也对人类自身的生存提出了挑战。人类在遭受自然界的报复后对自己的行为进行理性的反思，可持续发展成为人类普遍关注的问题。我国也在社会主义建设过程中不断深化对人和自然界关系的认识，提出了以人为本，全面、协调、可持续的科学发展观，是我国自身发展过程中与时俱进的具体表现。
