| Abstract: | This paper expounds the important position of the public libraries of the cities on prefecture level, points out that the current management system is the main factor that causes the unbalanced development of the public libraries of the cities on prefecture level, and based on this, puts forward the solving scheme of accelerating the reform of library's management system and carrying out the system of the branch libraries under the main library. |
