| 摘 要： | "项目融资"是发达的市场经济中一种行之有效的融资方式。改造我国的项目融资制度是当务之急,也是彻底解决投资效率问题的根本途径。投融资体制改革的核心是,建立以产权明晰、公司治理结构有效的企业作为投资主体的出资人制度,在国有企业中解决产权虚置和公司治理结构的督导功能丧失的问题。
