| 摘 要： | 扩大党内民主是十七大的核心价值诉求。党内民主已成为党的监督制度：以党内民丰带动人民民主，是中国推进政治体制改革的新思维；加快民主进程要走群众路线，以巩固党的执政根基；完善党自身的民主制度建设，以程序民主保障制度民主、政治民主的真正实现。
