| 摘 要： | 在充分总结前期典型地区防灾减灾系统研制工作经验的基础上，经过广泛的调查研究，提出了江苏省防汛防旱决策运行系统应具有的基本特征和总体目标，进行了系统软件结构和功能的总体设计，明确各子系统的功能。
