产业用水关联与结构优化

针对水资源短缺以及产业直接用水量不能完全反映产业的真实水资源依存度等问题,提出了产业用水关联思想及其测度方法,并在实证基础上综合考虑了产业关联度(影响力系数和感应度系数)和完全用水量,给出了产业结构优化措施:调整农业内部产业结构,发展经济带动性强并对水资源依赖度低的工业部门,推动第三产业内部结构升级.

Industry water-utilization linkage and industry structure optimization

In consideration of water resources shortages and the fact that the direct water consumption of an industry can't completely reflect the dependence of the industry on water resources,the idea of a water-utilization linkage and its measurement method are put forward.Moreover,based on an empirical study, comprehensive consideration of the industry linkage(the influence coefficient and sensitivity coefficient) and total water consumption,some optimization measures of the domestic industry structure are as follows: realizing the watersaving effects of an industry-wide water-utilization linkage system,adjusting the internal industrial structure of agriculture,developing the industrial sectors that have a great economic impact and low dependence on water resources,and promoting the upgrade of the internal structure of the tertiary industries.
