水消费系数法收缴城市垃圾费对环境的影响预测——以乌鲁木齐为例

随着经济社会的高速发展，城市生活垃圾排放量迅速增加，而无害化处理率却很低，资金不足一直是制约我国垃圾处理事业发展的关键因素．为此，乌鲁木齐实行以水消费系数法收缴城市垃圾处理费，为了评估实行这种新的收费方法以后对环境的影响，运用建立数学模型等方法进行了定性、定量的预测．结果表明：新的收费方法可以明显提高垃圾的减量化效果，有利于回收废弃物，有利于提高垃圾的无害化处理率，具有良好的社会环境与经济效益．

Use Water Consumption Coefficient to Collect Garbage Fees on the Impact Prediction of Environment--A case of Urumqi
