摘    要:应对全球气候变化已成为当前国际政治、经济和环境领域的热点问题。为对低碳技术国际转移的重要影响因素进行定量分析,建立了双层多主体博弈模型。应用博弈论方法,从宏观层面以双方政府为参与主体进行国家间博弈分析,从微观层面以双方政府、企业和公民为参与主体进行企业间博弈分析。结合案例研究,从企业视角分析了企业、国家和国际社会3个层面主要影响因素。国际支持资金所起作用最大,其支持受让方效果要强于支持转让方;减少管制、提高补贴和减少税收均能有效推动转移。该模型有效揭示出众多参与主体相互博弈的特征,可作为影响因素定量分析的基础工具。

Abstract:A model was established to analyze the impact of important factors for low-carbon international technology transfer.This game-theory model includes an inter-country macro-level game with governments as the players and an inter-enterpriser micro-level game with all the involved governments,companies and citizens as players.The main impact factors are analyzed qualitatively and quantitatively from the industry perspective.These factors were grouped into industry,national and international levels.The international support fund plays the biggest role and affects the transferee better than the transferor.Reduction of the control fees and taxes and increases of domestic subsidies all effectively promote transfers.This model shows the main characteristic of how multiple agents play games with each other and can be used to quantitatively analyze impact factors.
