生态足迹在规划环境评价中的应用

摘    要:简要的介绍了生态足迹的理论框架,提出了将生态足迹用于规划环评的基本思路:通过计算现有消费水平下维持规划区域人类生存和发展所必需的土地和水域面积,评价规划的合理性.以临港新城规划为案例进行评价,计算结果表明临港新城规划中耕地、草地、水域、建设用地和能源用地的生态赤字相对于规划前有增加的趋势,只有林地的生态赤字有减小的趋势,并分析了主要原因,提出降低临港新城生态赤字的措施.

Abstract:The theoretical frame of ecological footprint is introduced briefly in this article,and the basic idea which application of ecological footprint in environmental assessment for plans is proposed: Under the existing consumption level,the plan's rationality is appraised through the computation required land and water area which maintenance the human survival and development.Then,from the example of lin gang new city's plan,the result shows that the ecological deficit of cropland,pasture,fishing grounds,built-up land and energy footprint in 2020 will be more than that of the lin gang new city in 2003.On the contrary,the ecological deficit of forests will decrease.In the end,the key question and the related suggestions are advanced.
