村镇银行市场准入探析

相对落后的农村金融，是我国农村经济发展的瓶颈，发展村镇银行正是解决这一问题的突破口。村镇银行的健康发展，需要有完善的制度保障，最重要的是准人制度的构建。为了有效地提出村镇银行准人制度构建意见，本文以我国农村经济整体作为背景，采用法社会学和规范分析方法，对现行法律制度和村镇银行实践情况进行综合的考察，对村镇银行在市场准人方面面l临的困境进行总结，分析实践中出现这些困境的原因，指出了我国村镇银行准入在制度和实践层面上的不足，为完善我国村镇银行准人制度提出了具体的建议。

ANALYSIS OF MARKET ACCESS SYSTEM OF RURAL BANK

The rural finance of our country is not developed, and it restricts the further development of the rural economic. The key to develop the rural finance is the innovation of the rural finance organization. To develop the rural bank, needs a consummation system, and the most important link is the access system ’s construction. This article focus on the present situation of rural finance and the experiments of rural bank, by the law sociology method and the normative analysis , through to research the present policies, system inspection, has conducted a systemic research to the access system of rural bank. Through the research, the article puts forward some reasonable proposal to the construction of the rural banking access system, thus provides the safeguard for the further development of rural bank, infuses the new vigor for the rural finance, enhances the financial service level in the countryside area, promotes the development of the whole rural economy.
