银川市提升城市公用设施竞争力战略研究

摘    要:通过构建13项指标的城市公用设施指标体系的比较分析,对银川市城市公用设施水平现状进行评价,在此基础上,提出了提升银川市公用设施竞争力的指导思想、战略目标、战略重点和措施,包括建设完善的城市供排水和污水处理系统,建设城市现代化综合交通体系和信息网络,建设安全、稳定、高效能源供应体系,加快城市生态系统建设,完善城市及其社区的公共服务设施布局,以银川城镇群为整体、统筹规划公用设施建设,深化城市公用设施建设的投融资体制改革,提高公共服务供给的效率和水平.

Abstract:Based on the comparative analysis on the major cities in China, using a index system including thirteen indexes, the development level of the urban public infrastructure facilities in Yinchuan is assessed. The guiding thought, strategic goals, strategic priority and measures of raising the urban public infrastructure facilities competitiveness in Yinchuan are put forward, such as improving water resource management system, establishing wastewater treatment system for each district, building up modernized and integrated urban transportation system and information network; renovating, expanding and improving power supply, central heating and gas pipeline network, raising the quality of biological civilization, improving the layout of public service facilities in the city and its community; considering Yinchuan and its neighboring cities as a whole in the planing and construction of public infrastructure facilities, deepening the reform of investment and financing mechanism for urban public infrastructure facilities construction , raising the efficiency and level of public services.
